 BOARD MEETING MINUTES
VILLAGE OF MURDOCK
November 4, 2025

The Village of Murdock Board of Trustees met on Tuesday, November 4, 2025, at 7 p.m. at the Village Hall. Roll call as follows; Dave Nuss, Lee Towle, Michelle Chesnutt, Tom Miner, Justin Holub and clerk were all present.

The minutes from the previous October regular meeting were read. Motion was made by Towle and seconded by Holub to approve the October meeting minutes, and the motion carried unanimously by RCV.

The following checks were approved for payment: Windstream/Kinetic ph/int-488; OPPD elect.-962.36; Cass Co. RWD#2 565000 gals-3107.50; St of NE PHE Lab water test-15.00; Ashland Gazette/Column Software, PBC publishing-Oct’25 minutes & ’25 / ’26 Minutes Budget & 1-6 Yr Plan & Tax Resolution notices; Faubion post./reg wat. -183.80; R. Stroy payroll-1549.86; Mowen Own Lawn and Garden, LLC mowing-125.00; Ashland Disposal Service garbage-2889.97; St of NE Dept of Revenue Oct sales tx-118.70 (Electronic Payment); Black Hills Energy-gas service – Credit ; Zito Media-Internet-61.00; R.Stroy-Village of Murdock-2nd Line/Service-40.97; Municipal Supply-Curb stops/etc-508.23; NE Dept of Revenue-Qtrly income tax withholding 201.66; JEO construction services 2nd St project 1327.50; Amazon–Incorrect Order–39.02 (Electronic Payment); E-M Public Schools-Proceeds of Liquor License-300.00; Dana Cole & Co.; $1900.00-Accouting Services 2025-26 Budget; GreyStone Flatwork-Safety by curb, gutter, sidewalk by old firehall;

The following discussions/updates were held concerning old business.
Burton Asphalt was once again discussed. As of the November Board Meeting, Burton Asphalt did appear to be bringing in equipment to start both projects & to fulfil their contractual obligations. They are waiting for Pavers (2nd St. Project) to finish so they may possibly suse their milling machine for their projects.

Pavers (Contractor) for the 2nd street project was also discussed. Construction has begun and moving along according to plan. Monday 11/10 they should be removing the top layer of asphalt and digging lower to provide a better surface to begin the top layer. They will replace all Manholes & Lids as needed. Finish date is TBD. JEO has added rock nearby to backfill.

The Interlocal Agreement between the Village of Murdock & the Murdock Rural Fire Protection District has been finalized. All members of both parties have signed this agreement which will commence on January 1, 2026.

Holub mentioned again that the EMCA could help finish up the rest of the of the street signs, in the spring, that need replaced in Murdock that are missing or broken.

Bonnie Bruttin also wants everyone to know that the walk way paths are open to anyone who would like to walk through, hike, take an adventure, or fish in the lake however she doesn’t feel there are any fish in the lake.

Several streetlights are out on the East end of Nebraska St. The was discussed again. A fix-it ticked was submitted to OPPD several weeks ago and they should be responding soon.

Holub discussed that the EMCA can help add snow fence to areas around Murdock. The Village Board have Scheduled Sat. Nov. 8th at 1pm as the first choice for adding the snow fence. Anyone interested in help, please meet at the old fire hall at that time. Contingency date of Sat. 11/22 is their secondary choice in case of bad weather on the 8th.

In New Business:
Village Board may investigate finding a new qualified street engineer for 2027 other than our current provider. No action is taken currently. Our current engineering firm’s contract doesn’t expire until 12/31/26

JEO was approved as the Village of Murdock’s Street Superintendent for 2026. They Provide the (One-and-Six Year Plan) & (Lane Mile Report). Motion by Tom Miner and second by Michelle Chesnut. Motion carried unanimously by RCV.

The Village of Murdock Board of Trustees is providing a bonus to those who utilitze the Auto Debit feature for paying their Utility Bill. The next reading of the water section of the bill will be read at the end of November, this total billing is then debited to your account on or about the 10th of December. On that billing you will see a $25 credit, as being a loyal customer using Auto-Debit.

If you are NOT using Auto-Debit the Village would like to give this same incentive. If you would like to sign-up for this simple and easy service, forms will be available at the Post Office or message the clerk at either 402-867-4034 or email her at This email address is being protected from spambots. You need JavaScript enabled to view it. she can email you a form. To receive the incentive of $25 please sign up within 6 months, ending May 4th, 2026

In addition to the incentive, there will also be a penalty for anyone who is 2 months or more past due on their Murdock Utility bill. After 2 months of nonpayment & one of the Village Board members needs to either come to your home to remind you, or to turn off your water, there will be an additional $100 automatically added to the next billing.

Justin Holub brought up a few items of interest. Paving Freedom & Liberty circles. Burton is supposed to have some milling after he performs his work. The Village was to use that to help with the Circles. He also mentioned using several of the town’s green spaces to use as a community garden or orchard. I consensus was that their wouldn’t be enough townspeople to support the ongoing maintenance of these projects.

There being no further business, the motion was made by Miner and second by Holub that the meeting close and the next regular meeting will be Tuesday December 2nd, 2025, at 7:00 p.m. at the Murdock Village Hall, Motion carried unanimously by RCV.

Holiday Extravaganza Christmas Drawing
Collect a ticket at each event you attend. Fill in your name and phone number on the ticket. Take your ticket(s) and drop them in the box(es) at the community center that correspond to the item(s) you are interested in. Items will be on display there. The community center will be open from 10am to 6:30 pm. Winners will be drawn following the soup supper (after 6:30 pm,) Need not be present to win.

Elmwood-Murdock Families and Community Members,

The time is HERE for the Elmwood-Murdock One-Act team to hold their eighth annual "Dinner and Dress Rehearsal" fundraiser event on Saturday, November 22nd, 2025! It truly is an event you don't want to miss!

We are excited to announce we are doing TWO performances on the 22nd! One will be a matinee performance at 3:30 p.m. and the second performance will be at approximately 8:00. Our dinner is already sold out, but you can still come and catch the evening performance!

This year, our team is performing another original family comedy titled "Justice Wears Granny Panties" written by Keri Hogue, Marcus Manley, and Mark Hogue. It will be an entertaining evening of delicious food, great laughter, and maybe pull some of your heart strings.

The school district will pay the costs associated with you obtaining the required CDL with a school bus and passenger bus permit, and will pay for all classes associated with driving a school bus, as long as you complete all requirements. The school district will also pay an hourly wage for the time associated with obtaining your CDL. Payment will take place after a designated amount of time driving for the school district.
