BOARD MEETING MINUTES
VILLAGE OF MURDOCK
October 9, 2025

The Village of Murdock Board of Trustees met on Thursday, October 9, 2025, at 7 p.m. at the Village Hall. Roll call as follows; Dave Nuss, Lee Towle, Michelle Chesnutt, Tom Miner and clerk were all present.

The minutes from the previous September regular meeting were read. Motion was made by Michelle Chesnut and seconded by Tom Miner to approve the meeting minutes, and the motion carried unanimously by RCV.

The following checks were approved for payment: Windstream ph/int-450.73; OPPD elect.-1012.87; Cass Co. RWD#2 531,991 gals-3349.50; St of NE PHE Lab water test-15.00; Column Software, PBC publishing-Sept ’25 minutes and street hearing; Faubion post./reg wat. -182.70; R. Stroy payroll-1549.86; Mowen Own Lawn and Garden, LLC mowing-250.00; Ashland Disposal Service garbage-2884.97; St of NE Dept of Revenue Sept sales tx-63.06 (Electronic Payment); Black Hills Energy-gas service-223.22; Zito Media-Internet-60.00; Frontier Co-Op-fuel-23.01; R. Stroy-2nd Line/Cell Service-40.97; Municipal Supply-Curb stops/etc-203.60; NE Dept of Revenue-Qtrly income tax withholding 201.66; JEO construction services 2nd St project 2175.00; Ball Insurance Co – Workers comp ins audit – 2.00; Omaha World Herald – Budget hearing ad – 123.49; Cass Co. RWD#2 – Apr thru Sept water readings – 822.00; Agri-Builders – Sewer Ponds compliance - $10,000; Amazon – office supplies – 252.61 (Electronic Payment); One Call Concepts – Qtrly 811 Dig Locate Fees – 51.50; Old Republic Surety Group – Village Bond – 163.00; Dave Nuss – Disconnect & Reconnect Water Fees – 100.00; United States Treasury – Employer’s Fed. Qtrly Tax Return 2017.47;

The following discussions/updates were held concerning old business.

The board discussed Jake Wilson's vacancy from July 31st; Justin Holub attended the meeting and expressed interest in the Board position. Chesnut made a motion to accept Justin Holub for the open position & to fulfill the balance of Wilson’s elected term, December 2026. Towle seconded the motion to approve Justin for the open position. Motion carried unanimously by RCV. Holub then recited the oath of office and became an official member of the Village Board of Murdock.

Burton Asphalt was once again discussed. As of the October Board Meeting, Burton Asphalt did appear to be bringing in equipment to start both projects & to fulfil their contractual obligations.

Pavers (Contractor) for the 2nd street project was also discussed. Construction in the original contract listed a tentative start date of on or before Oct 8th, however, with the change order for the curbs, this has been pushed out a bit.

Agri-Builders – contractor – has completed their portion of the wastewater lagoon requirements. Vegetation, tree growth, landscaping and grading have been completed. JEO is working on developing a plan to address these ongoing issues in the future.
The Murdock Rural Fire Board met to finalize the interlocal agreement, discussing questions about costs, previous payments, equipment expenses, and their equity in the fire building. After discussion, Lee Towle moved to approve the agreement as stated, Tom Miner seconded, and the motion passed unanimously by RCV.

In New Business:
Jayme Vesay, the location manager for a limited series film, will be shooting on Nebraska St. or nearby on October 22nd for a few hours. The production has both liability insurance and a contract with the Village of Murdock, and they have paid $500 to use the streets. All video footage will be digitally enhanced to ensure no businesses or individuals are impacted.

Holub brought some questions with him to the meeting regarding various activities that the new EMCA may be able to help complete. He discussed extensively the park and in particular the canopy/cover that was donated when the park was first installed. The board was then directed to get in touch with the individual who donated it for a response & timeframe of construction. More to come.

Holub also mentioned that the EMCA could help finish up the rest of the of the street signs that need replaced in Murdock that are missing or broken. Also, they could possibly help with snow fences that need added in winter. He also offered his knowledge of his mechanical ability to help with some of our old equipment repairs.
A letter was received from Bonnie Bruttig to the Village of Murdock Board regarding the history of the “run”. The area of trees & benches to the west of their home.
Lee Towle made a mention that OPPD needs notified that there are several streetlights that are out on the south end of Nebraska St. This will be addressed with OPPD after the meeting.

Discussion was made regarding a set date for Village Clerk to receive the monthly payroll on the first of each month via electronic payment. Motion was made by Chesnut to approve the date & electronic payment. Lee Towle seconded the motion. Motion carried unanimously by RCV.

There being no further business, the motion was made by Miner and second by Holub that the meeting close and the next regular meeting will be Tuesday November 4th, 2025, at 7:00 p.m. at the Murdock Village Hall, Motion carried unanimously by RCV.

Manley, Neb. - The Lofte Community Theatre will open Rumors on October 17th, 2025. The show will run through October 26th, with performances Thursday through Sunday. Thursday, Friday, and Saturday performances start at 7 PM and Sunday performances start at 2 PM. The concession stand and house will open one hour before performance start times. Tickets are on sale now and can be purchased by calling the Lofte Box Office, by phone at 402-234-2553, or by visiting www.lofte.org.

Synopsis: A wedding anniversary party is being held for Charley Brock, the Deputy Mayor of New York, and his wife, Myra. Ken Gorman, a lawyer, and his wife, Chris, are the first to arrive at the party and first to discover Charley with a flesh wound, who now lies bleeding in another room. Myra is nowhere to be seen. Charley’s self-inflicted bullet injury sets off a series of events, causing his guests to scramble to get “the story” straight before the authorities arrive. As the confusion and miscommunications mount, the evening spins off into classic farcical hilarity. We suggest PG-13.
