MINUTES
VILLAGE OF MURDOCK
FEBRUARY 6, 2024


The Village Board of Trustees met in regular session on Tuesday, February 6, 2024 at 7:00 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Michelle Chesnut, Lee Towle, Brittany Cooklin and Clerk were present.


The minutes from the previous January meeting were read and then on a motion made by Wilson and second by Chesnut were approved by a roll call vote voting “aye”.

The following bills were approved by the Board members for payment: OPPD elect.-1173.61; Constellation Energy gas serv.-745.68; Ashland Disposal Service garbage serv.-2884.97; Black Hills Energy gas serv.-241.21; Cass Co RWWD#2 617,000 gals-3208.40; St of NE PHE Lab wat.test-49.00; Dana Cole & Co. LLP. CPA services-3050.00; Corn Grower’s State Bank ach fee-120.00; J. Faubion postage/wat oper.-181.70; J Barnes-payroll-1187.42; Meeske Hardware parts-26.99; C. Wilson tractor rent-650.00; One Call Concepts, Inc. dig hotline-33.52; V.Barnes ink reimburse-51.00; Frontier Co-op diesel-130.48; J Wilson snow remov-787.50; Cass Co RWD#2 read met.-274.00; J Wilson truck parts reimburse-19.94; Arent Mechanics truck repair-205.15; St of NE Dept of Revenue sales tax-117.00; (auto withdrawal); Windstream phone/int.-416.29 (Auto withdrawal).

Old business of repairing the pump at the old well site was discussed and tabled until more information has been obtained for maintenance and cost to repair.

Snow removal and snow plow truck repair was discussed. The truck has been repaired and back in working condition. Prior to next winter season, during the November meeting, the Board will discuss procedures for snow removal. For liability reasons, the Board will decide who will be running equipment to clear streets prior to major snow storms and have agreements made with additional help if it is needed.

Ashland Disposal fees have increased over the years and including fuel surcharges for an average amount of 23.85 per pickup. After discussion concerning the rates, Chesnut motioned to raise the current rate of $20 to $24 each month by adopting Resolution 262024. Towle second the motion and it passed unanimously all members voting in favor. The new rates will be effective with the February reading of the meters that will be mailed out the first part of March. Chesnut also motioned to waive the 2nd and 3rd readings and Towle second this motion. The Resolution reads as follows:
A RESOLUTION TO CHANGE THE MONTHLY GARBAGE BILLING RATES
BE IT RESOLVED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF MURDOCK, CASS COUNTY, NEBRASKA: GARBAGE RATE FEES

Any person, property owner, resident, who is currently paying the monthly garbage service fee of 20.00 will begin a new monthly rate of 24.00 effective immediately. This rate increase will not change any other monthly water, sewer, water tower, fire barn, and infrastructure fees.

Sewer maintenance was discussed concerning the routine flushing/jetting that will be scheduled soon. The school will be billed per the prior agreement for assisting in funding the yearly cleanouts and paying a porting of the bill as there is a high volume of grease that enters the sewer line. A bill will be sent for the past cleaning and also the next scheduled early this spring.

A village resident requested to use the Village Hall May 11 and permission was granted.
There, being no further business, motion was made by Wilson and second by Chesnut that the meeting close and the next regular meeting will reconvene on Tuesday, March 5, 2024 at 7:00 p.m. at the Murdock Village Hall and it carried unanimously by RCV.

MURDOCK MINUTES
SPECIAL MEETING
FEBRUARY 10, 2024

Murdock Village Board of Trustees met in special session on Saturday, February 10, 2024 at 9:00am at the Library/Hall to hold a meeting concerning construction of the front sidewalk ramp approach at Madsen’s Murdock Grill. Roll call was held: Brittany Cooklin, Michelle Chesnut, Jake Wilson, Lee Towle, Dave Nuss, and Clerk were present.
Chairman Dave Nuss requested a special meeting to discuss and remedy the remodeling of the front door entrance ramp to Madsen’s Murdock Grill as the construction progress was halted on Friday, February 9, 2024 due to the framing extending into the street and excavation of a portion of the street was conducted without Board approval.

Chairman Nuss called the meeting to order. After much discussion of how to remedy the situation, Michelle Chesnut motioned to halt the existing plans of extending the ramp into the street right of way and work with Ben Madsen to reconsider a new plan to allow handicap accessibility for the entrance of Madsen’s Murdock Grill that would be Board approved. The water shut off cap will also need repaired during the process that was broken prior to this renovation. Lee Towle second the motion and decision was unanimously approved by roll call vote all voting in favor.

Chesnut also motioned to send letters to Madsen and the construction company involved with copies of the Village codes concerning streets, curb and gutter and sidewalks. The letters will explain the need of Board approval given to both the property owner and the contractor before any beginning process is done for new or existing remodeling projects. This process is to assure projects have been agreed upon by all parties and Board approval given. Towle second this motion and it also passed unanimously by RCV all voting in favor of motion.

A portion of the street had been cut and removed without prior Board approval. Lee Towle motioned to temporarily fill the hole with rock after the concrete forms are removed and then when weather conditions allow, it will be fixed permanently at the Village’s expense. The water shut off cap will also be fixed in conjunction with the new plan. Wilson second the motion, all voted “aye”.

Wilson motioned that Madsen be contacted and a meeting be held with the Board to further discuss the situation and work together to help with ideas to remedy a new plan for handicap access to the entrance that will be agreed on by both parties. Towle second the motion and it also passed unanimously all members voting in favor of.
There being no further business, Chesnut, motioned to adjourn the meeting. Cooklin second. All in favor of.

 EM Student Participates in FCCLA “A Day In Your Future”

Elmwood-Murdock High School junior Harrison Koehn was selected to participate in the FCCLA program A Day In Your Future. On February 9, he attended a job shadow at Clark & Enerson architectural design firm in Lincoln. Harrison met with three architects and two student interns to see what they do at the firm and ask them questions. He learned about the day-to-day job of an architect and got to see some of their best work. Harrison has the opportunity to ask what he could do now to better prepare me to enter a college architecture program.

Harrison will be recognized at the FCCLA State Leadership Conference in Lincoln on April 7-9 for participating in this program.
