MINUTES VILLAGE OF MURDOCK
January 2, 2024
The Village Board of Trustees met in regular session on Tuesday, January 2, 2024 at 7:00 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Michelle Chesnut, Lee Towle, Brittany Cooklin and Clerk were present.
The minutes from the previous December meeting were read and then on a motion made by Wilson and second by Towle were approved by a roll call vote both voting “aye”.
The following bills were approved by the Board members for payment: OPPD elect.-939.61; Constellation Energy gas serv.-48.17; Ashland Disposal Service garbage serv.-2864.97; Cass Co RWWD#2 702,000 gals-3650.40; Cornhusker Press wat. Cards-100.96; Meeske Auto batteries-361.75; Cass Co RWD#2 read meters-137.00; Wahoo Waverly Ashland Newspapers publish.-179.70; St of NE PHE Lab wat.test-15.00; One Call Concepts Dig Hotline-18.20; JEO Consulting Group road program-600.00; J Faubion wat oper/etc. reimburse-329.06; J Barnes payroll-1187.42; Utililty Service Co tower clean/insp.-3465.00; Municipal Supply curbstop-61.55; Vern Westover rock-516.56; Lovell Excavating wat line-1825.00; United States Treasury 941withhold-836.01; St of NE Dept. of Revenue 941N-9072; NE UC FUND 3rd qtr late-20.00; St of NE Dept of Revenue sales tax-110.81; (auto withdrawal) Black Hills Energy gas serv. 188.23 (Auto withdrawal) Windstream phone/int.-416.29 (Auto withdrawal).
Old business of repairing the pump at the old well site was discussed for emergency purposes only. Dan Bornemeier had not been contacted yet for an estimate and further discussion of asking MVFD if there would be interest is helping fund that project depending on the cost that may be involved when the repairs have been determined.
Water rates were discussed as Cass Co. RWD#2 water rate for Murdock is 5.20 per 1000 gals. The Village Rates are 13.00 flat rate and 5.00 per 1000 gals. The monthly net intake for water billings have dwindled and barely cover any maintenance costs such as water line breaks. Jake Wilson motioned to raise the monthly flat rate to 13.50 and 5.50 per 1000 gallons of water useage by adopting Resolution 122024 to adjust the Water Rate Ordinance S3-124. Michelle Chesnut second this motion and it passed by unanimous decision with all members voting in favor of. The new rates will be effective with the January reading of the meters that is mailed out the first part of February. Wilson also motioned to waive the 2nd and 3rd readings of the Resolution and Chesnut also second this motion. Resolution 122024 reads as follows:
A RESOLUTION TO CHANGE THE MONTHLY WATER BILLING RATES
BE IT RESOLVED BY THE CHAIRPERSON AND BOARD OF TRUSTEES OF THE VILLAGE OF MURDOCK, CASS COUNTY, NEBRASKA: WATER RATE FEES
Any person (consumer) who owns property that is currently hooked up to the village water system will pay a monthly fee of 13.50 for having water service available to the property even if water is not used. Written notice by consumer to disconnect the service will discontinue the $13.50 fee from the date forward of the notice given.
All water consumed will be billed monthly at $5.50 per 1000 gallons.
All other monthly garbage, sewer, water tower, fire barn, water tower, and infrastructure fees will continue and not be changed by this resolution.
This resolution will override Codes S3-124 and also S3-110 pertaining to water rates and minimum useage fees.
Passed and approved this 2nd day of January, 2024. Signed by Chairman/Clerk A curbstop was dug up and replaced along with the service line to a residence by Lovell Construction. After discussion, the Board agreed to split this emergency dig bill as the homeowner is responsible for service lines and the Village is responsible for the main line and curbstop valve. The bill will be itemized out to show the fees for each and mailed to the property owner requesting payment for this service to reimburse the Village of the home owner’s portion of the total bill.
There, being no further business, motion was made by Towle and second by Cooklin that the meeting close and the next regular meeting will reconvene on Tuesday, February 6, 2024 at 7:00 p.m. at the Murdock Village Hall and it carried unanimously by RCV.
