MINUTES VILLAGE OF MURDOCK
December 5, 2023
The Village Board of Trustees met in regular session on Tuesday, December 5, 2023 at 7:00 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Michelle Chesnut, Lee Towle, and Clerk were present. Brittany Cooklin was absent.
The minutes from the previous November meeting were read and then on a motion made by Towle and second by Chesnut were approved by a roll call vote both voting “aye”.
The following bills were approved by the Board members for payment: OPPD elect.-719.80; Ashland Disposal Service-2927.47; Cass Co. RWD#2 571,000gals-2969.20; St of NE PHE Labs wat test-15.00; Murdock Rural Fire Dept. Dec.paymt-7500.00; R. Stroy deco’s reimburse-126.89; J. Barnes payroll-1187.42; Jack Faubion wat. operator/postage-178.95; Frontier Co-op diesel-29.26; Meeske Hardware paint/couplers-72.43; St. of NE Dept. of Revenue sales tax-119.72; (auto withdrawal) Black HillsEnergy gas serv. 114.04 (Auto withdrawal) Windstream phone/int.-433.89 (Auto withdrawal).
Discussion was held concerning the draining, cleaning, inspection of the water tower that was scheduled for spring but moved up to the end of November as USG Water Solutions had an open date the last week of November. Ladder gate was installed, graffiti temporarily covered, and no major findings were discovered during the inspection. Jeremy McHugh, MVFD member, attended the meeting to request earlier notice for future projects that involve the water pressure for public notice and also fire suppression if it’s needed during the down times. He also requested the Board to repair the old well pump so it may be used for non-potable water in situations similar to this if necessary. Future procedures will be implemented better in a timely matter as Dave Nuss is still learning the water system and was working with the contractors to have the tower drained and ready for clean out upon their arrival. The tower will need to have two positive clean water tests within 24 hours apart before it can be put back online. Having this procedure completed, a letter of notification will be sent to the State stating all violations have been properly reconciled. The Board discussed the well house and Towle motioned, Chesnut second, to contact Bornemeier Well Drilling to request a quote for restoring the pump for backup non-potable water needs.
The USDA end of fiscal year Water System Report for the water tower was reviewed and signed by Dave Nuss. Sheriff Robert Sorenson attended the meeting to discuss Village Ordinances and the procedures for handling difficult situations if they arise when enforcing traffic and other Murdock violation of codes.
The Board thanked Sheriff Sorenson for the added law enforcement presence that has been recently noticed and also his advice that was given. Maintenance issues discussed on the snow plow truck. Towle motioned to purchase two new batteries
and two trickle chargers to keep batteries in good operable condition. Jake Wilson second the motion with it passing unanimously by RCV.
A request by NDOT that the following amendment needs made to this paragraph from the November 2023 meeting minutes concerning the 2024 appointments: Chesnut motioned and Towle seconded to appoint JEO as the Engineer for the upcoming year 2024 and Scott Hrabik, License Number: S-1655/Class A, and Professional Engineering License NO., E-16930, to be appointed Street Superintendent as a Contract Consultant. This also passed unanimously by RCV All voting in favor of.
There, being no further business, motion was made by Wilson and second by Chesnut that the meeting close and the next regular meeting will reconvene on Tuesday, January 2, 2024 at 7:00 p.m. at the Murdock Village Hall and it carried unanimously by RCV.
