VILLAGE OF MURDOCK
September 5, 2023
The Village Board of Trustees met in regular session on Tuesday, September 5, 2023 at 7:00 p.m. at the Village Hall. Roll call as follows; Jake Wilson, Dave Nuss, Michelle Chesnut, Lee Towle, Brittany Cooklin, and Clerk were present.
The minutes from the previous July meeting were read and then on a motion made by Wilson and second by Chesnut were approved by a roll call vote both voting “aye”.

The following bills were approved by the Board members for payment: OPPD elect.-836.78; Ashland Disposal garb. Serv.-2960.22; Cass Co. RWD#2 970.000 gals-5044.00; JEO 2nd st proj.-3425.00; Cass Co. RWD#2 read met.-680.00; Lovell Construction wat. Main. Leak-2400.00; J.Barnes payroll-1187.42; C. Wilson mowing(J Wilson abstained)-320.00; St of NE PHE Lab wat. Test-15.00; Municipal Supply Inc. of Omaha meter-343.40; Waverly,Ashland Newspapers publish.-174.63; C. Wilson mow.(J Wilson abstained)-240.00; J. Faubion wat. Oper.-179.90; Frontier Co-op diesel-10.87; NE Dept. of Environment and Energy wat. Oper. Class-260.00; Office Depot ink cart. Exchge-143.36 (Auto withdrawal); St of NE sls tx(automatic withdrawal)-143.94; Black Hills Energy gas serv.(automatic withdrawal)-83.82; Windstream ph/int(automatic withdrawal)-415.15.

Board members opened discussion with several Village residents attending the meeting to show support of amending the Village Ordinance 6-204 that regulates the keeping of poultry on residential properties. After much deliberation, Michelle Chesnut made motion to table the topic and allow the chickens to remain on the property of the two owners who received letters requesting the chickens to be removed from their properties. Board members did not second this motion. Discussion was continued. The item was tabled and an extension was added for the chickens to remain until after the October meeting until the Board has reached an agreement if or how the Ordinance should be changed/amended during the October meeting.

Melinda Kurtz from USG Water Solutions attended the meeting to present a bid for a thorough drain and washout of interior/exterior inspection of the water tower as requested by Dave Nuss. Board members discussed the need for lock out gate to be installed on the ladder for safety reasons as required by the State. The bid of $1850 for inspection was agreed upon but Board requested the lock out gate to be installed during inspection and added to the bid. This was motioned by Jake Wilson and second by Brittany Cooklin, all members voted in favor of.

The Second Street Project Proposal was reviewed as JEO had prepared. The Scope of work was broken down and ready for the bidding process to take place if it was approved by the Board. Jake Wilson motioned to table this topic and B. Cooklin second pending the tower inspection and if there should be immediate major repairs that are needed and additional funding to have the tower work completed.

J. Wilson informed the Board that he was notified by the High School Coaches that there still major traffic safety concerns as the Semi trailer has now been parking along the West side of Wyoming Street since the new signs were put up. Lee Towle made motion to add additional signs stating “No thru truck traffic-for deliveries only”. Wilson second the motion and it passed unanimously with all member voting “aye”. Wilson will be ordering the appropriate signs through Michale Todd Co.Inc.

Due to the timing of deadlines for hearing publications in the Ashland Gazette, the 2023-2024 Village Budget Hearing and One and Six Year Road Plan Special Meeting will be held September 19th 2023 at 7:00 pm at the Village Hall.

There, being no further business, motion was made by Wilson and second by Towle that the meeting close and the next regular meeting will reconvene on Tuesday, October 3, 2023 at 7:00 p.m. at the Murdock Village Hall and it carried unanimously by RCV.
